Canopy NWA
The following text is from a notification Canopy NWA sent out earlier today:
“On Friday, the Presidential Administration issued a stop work order for the Refugee Resettlement Reception and Placement Program. This program provides ALL services to refugees during their first weeks in the United States for up to 90 days…
Canopy has 25 families - 65 individuals - still within their initial 90 day resettlement period. We will not abandon families in our community. Since Friday’s Stop Work Order, Canopy cannot use the federal dollars awarded to us for initial resettlement, but the Canopy team will not go back on the promise we made to each family at the airport to ensure they are appropriately and safely settled. Canopy will help them get food, shelter, and medical care. But, in order to do this, we need your support NOW.”
Arkansas Kids Count Coalition
Arkansas Kids Count Coalition is currently recruiting new steering committee members to help guide and oversee the work of the coalition. The deadline to apply to be a member of the steering committee is Friday, February 14.
The Arkansas Kids Count Coalition was founded in the 1990s by service providers and advocates from around the state. The coalition brings together people concerned about a wide range of issues impacting children and is staffed by Arkansas Advocates for Children and Families. The coalition’s purpose statement is:
“We are a membership coalition comprised of diverse individuals and organizations concerned about policies impacting children in Arkansas. The Kids Count Coalition serves as an independent, non-governmental, strong grassroots voice, providing education and policy resources to support advocacy for the well-being of our children.”

Congratulations to Bella Vista for receiving the Arkansas Business Trendsetter City award for the infrastructure category at the Arkansas Municipal League's Winter Conference in Little Rock. The city won this year for the Street Department's use of the Asphalt Zipper. This is the third year Bella Vista has been named a Trendsetter City

As an FYI: Bentonville Water Utilities has partnered with a leak detection company. The leak detection team will be wearing city-issued IDs and will be working across the utility coverage area.
At this week’s meeting, the mayor will request approval to appoint Kevin Barrington to position 2 on the Board of Adjustment (term ending Dec. 2029)

The Gravette Fire Department is requesting a special election (May 13) to levy voluntary annual dues on property in the fire department service area outside of city limits. From Tom Sissom’s reporting in the NWA Dem Gazz, “Springdale to save between $7 million and $8 million on westside water projects - Ward said the savings resulted from the use of the "construction manager at-risk" method. Rather than doing the work in-house or soliciting bids, the Water Utility hired a construction manager to work with contractors and suppliers on the project. Once the construction manager has developed his own cost estimates, the company provides the Water Utility with a guaranteed maximum price.”
County Government Awareness
Bentonville School Board
Members of the Bentonville school district’s calendar committee shared a draft calendar for the 2026-2027 academic year (yes, two years from now!). The district would like to hear from parents and community members regarding the proposed calendar. It’s important to note the feedback will not be considered a formal vote but an opportunity to share suggestions and thoughts. Also, the Arkansas Division of Elementary and Secondary Education announced last week that the Bentonville School District will receive $1.6 million in awards for scores on last year’s ATLAS tests. The money will be divided amongst the schools within the district and potential uses can include equipment purchases, one-time staff bonuses, staff training, and pay for temporary staff that aids student achievement.
Rogers School Board
The Rogers school district is soft launching on Feb. 1st the ParentSquare app for parents/legal guardians to receive information about their student(s) in one app that has multilingual options. A student version of the app, StudentSquare, will also be soft launched.
Northwest Arkansas Regional Planning Commission
The NWA Regional Planning Commission released their findings from their 2024 Regional Transportation Survey. “The results from surveys conducted in 2019 and 2024 reveal a growing public interest in diverse transportation options, with increased support for alternative modes like public transit, biking, and pedestrian-friendly infrastructure.” Read more from the survey results HERE.

Senate State Agencies & Government Affairs - Tuesday (1/28) at 10 a.m.
🚨👎SB3 - Dan Sullivan (R - Jonesboro) - Theoretically this bill aims to prohibit the consideration of race, sex, color, ethnicity, or national origin by any state entity, public school, higher ed institution, or in state procurement, and criminalizes (Class A misdemeanor) any person knowingly violating section 21 of the law.
ACTION ITEM!!! Before 10 a.m. on Tuesday, contact committee member Senator Jim Dotson (R- Bentonville) by email or leave a message by phone (501-682-2902) to ask him to NOT vote to send this bill out of committee until the potential impacts of this wide-sweeping bill can be better understood. This bill could potentially prohibit businesses from registering as woman-owned or minority-owned. It may prevent schools from having groups like Girls on the Run or events like Daddy-Daughter Dances.
👍 SJR4 - Sen. J. Boyd 3(R - Fort Smith) - this is a proposed amendment to the state constitution which removes the requirement to hold an annual school election if there are no changes to the school district tax levy. If this proposal is selected as one of the up to 3 amendments allowed by the legislature, voters in 2026 will be able to vote For or Against this change. <CEJ: This is a great cost and time saving measure for counties and school districts. Currently all school districts must pay for an election every year to fill at least one school board position and to have a vote on the current tax levy rate. But if the rate is not changing from what was previously approved, a vote for or against won’t effect the current levy in place regardless of the vote outcome.>

👎HB1060 from Rep. Scott Richardson (R-Bentonville) and Sen. Jim Dotson (R-Bentonville) - an act requiring the “perils of communism and autocratic governments” to be taught in public schools. The bill would be implemented for this school year (2024-25) and the instruction unit would be taught annually for 7-12 graders and focused on Soviets/Russia, China, North Korea and Argentina.
👎HB1139 from Rep. B. McKenzie (R - Rogers) & Sen. J. Bryant (R - Rogers) - Creates an excused absence for students in public/charter school to miss from 1-5 hours a week of regular course time to receive a course in religious moral instruction that is taught by an independent entity <CEJ commentary: That’s a lot of potential missed class time for a student to receive outside training from an UNDEFINED “independent” entity>
👍HB1144 from Rep. J. Wooten (R - Beebe) - Requires private schools receiving vouchers to comply with the same statutory and department of education reporting requirements as public schools

👍HB1197 - S. Meeks (R - Greenbrier) - For public schools, this bill prohibits scheduling, hosting or requiring an outdoor practice, scrimmage, game or extracurricular activity during the hours when the National Weather Service has issued an excessive heat warning

👎 HB1192 - Pilkington (R - Knoxville) - requires parents/legal guardians to pay fines for students caught in public schools using or possessing tobacco or tobacco products; fines will be paid to the local police department <CEJ - Do we really think fines are going to be the best way to curtain usage, and why should police departments be the receiving entities?>
👍SB89 - Sen. J. English (R - N. Little Rock) - requires school districts to post School Board meeting agendas and minutes within 24 hours of meetings and requires names, emails, term limits of each school board director to be posted to the school district website
